Clinton’s council cleared a series of procedural and administrative items at its Jan. 13 meeting.
The council adopted ordinance 26-01 to set the 2026 meeting schedule, establishing a public, 6 p.m. work session on the second and fourth Tuesdays with the regular council meeting to follow. Council member Spencer Arvey moved to adopt the ordinance; Council member Chris Danson seconded and the council adopted the ordinance by roll call.
The council also accepted the mayor’s recommended council assignments and adopted a resolution appointing Mayor Marie Doherty to the Wasatch Integrated Waste Management District Board, with the appointment term described in the motion. Council member Chris Danson moved the resolution and the council approved it by roll call.
On a separate major administrative item, Mayor Doherty presented a draft update to the council’s rules of order and procedure that would standardize agenda-notice timing, clarify invocation protocol, and more formally adopt elements of Robert’s Rules of Order. Several council members expressed concerns that requiring a formal motion before discussion could limit informal deliberation; after substantial debate the council voted to postpone further action on the rules and take the draft to a work session for additional refinement.
Other business: the council postponed the scheduled presentation by the ambulance billing contractor to a later meeting, approved routine consent items (minutes and accounts payable), received open-meetings training from the city manager and heard brief reports from council liaisons.
Next steps: staff will place the rules-of-procedure draft and the Heritage Days name/branding question on an upcoming work session agenda; the council will return to those items after further staff and council review.
