Council approves sidewalk repair resolution, adds Home Road stretch to program

Grove City Council approved Resolution CR0426, directing the city’s consulting engineer to prepare plans, specifications and cost estimates to repair and construct sidewalks on a number of streets and allowing homeowners to participate in the program at a 50% cost share paid over 20 years without interest.
Service committee chairman Omar introduced the annual sidewalk program and asked Mr. Hemm (city staff) to outline the program. Hemm said the program is a continuation of previous years, with the engineer selecting panels for replacement and homeowners responsible for 50% of the cost; that homeowner share can be paid over 20 years on the tax duplicate at no interest.
City staff reported that the program has run since 2013, with roughly $5.6 million invested over 13 years. Council considered an amendment from a member to include additional sidewalk work along a stretch associated with the address 2815 Home Road (described as a blighted property with high pedestrian use). The amendment passed by roll call and the resolution, as amended, was approved.
What’s next: The engineer will prepare cost estimates and the city will determine which sidewalk panels qualify for replacement; property owners in affected areas will be notified about participation and financing terms.
