Council approves Healthy Pets development plan with three stipulations

Grove City Council approved Resolution CR0624 on Feb. 17 to authorize the development plan for Healthy Pets Grove City at 3400 Broadway, after the petitioner accepted three stipulations required by city planning staff.

The stipulations—read into the record by staff—were: a variance from Section 1135.12 reducing the required 60-foot building setback adjacent to residential property by 10 feet (to a 50-foot minimum); a deviation to section 1136.09(a)(3)(b) reducing the required 10-foot side yard parking and drive-aisle setback along the southern property line by five feet (to a minimum five-foot setback); and adjusted or additional site lighting so that vehicular and pedestrian areas comply with the city's 0.5 foot-candle lighting requirement. The architect for the petitioner agreed to the three conditions on the record.

During discussion a council member asked whether the site would add any new curb cuts onto Broadway; the architect said no and confirmed the project will share an existing curb cut with the neighboring McDonald’s. The chair then moved approval and a second was given; a roll-call vote recorded affirmative votes and the resolution passed.

What passed: Approval of the development plan with the three stipulated variances and lighting condition. No financial appropriation or building permit was recorded in the meeting minutes; permitting and variance processes will proceed under the usual planning review and inspection steps.

Other land items: Council postponed the Green Oaks of Grove City development plan (Resolution CR0726) at the petitioner’s request to the March 2 meeting; the Lands chair also noted earlier first readings for several special-use permits and that one petition (a drive-through at 1947 Stringtown Road) requested a hearing move to March 2.
