Council clears tech contract, hears public concern on Pinnacle TIF and recreation center

At its meeting, Grove City Council approved Ordinance C09‑26 authorizing a multi‑year agreement with GovWell Technologies to upgrade the city’s building‑division software and held a first reading of Ordinance C10‑26, which would appropriate $75,000 from the general fund for the CARES Healthcare Reimbursement Pilot Program (second reading scheduled for 03/16).

Council also approved an outdoor‑seating permit for Mitradition (CO526‑26) at 3131 Broadway earlier in the evening.

During new business, public commenter Kyra Paul urged council to reconsider expanding the Pinnacle Tax Increment Financing (TIF) zone and warned the proposed timing could coincide with a Southwestern City Schools bond and levy process. Paul urged caution about spending $6–8 million on planning for a new rec center without comprehensive resident input and highlighted equity concerns if a new facility favored higher‑income areas. In a separate public comment, Gary Lynn, chief operating officer for YMCA Central Ohio, said the YMCA has partnered with other area cities on community centers and offered to discuss potential collaboration options for an expanded Grove City recreation center.

Mayor Linda Rosine reported mayor’s‑court collections of $57,007.92 and updated the council on capital projects including the North Meadows roundabout and a bike‑trail crossing of I‑71 at Hoover Road. Councilmembers closed with reminders about upcoming meetings and work sessions; the meeting adjourned.
