The Grove City Planning Commission recommended that city council approve a rezoning request for the southern portion of the Grove City Church of the Nazarene property at 4910 Hoover Road, changing the site to SD‑1 zoning.
Development department staff told the commission the property was annexed in 2025 and that the Grove City 2050 future land use map designates the area for suburban low‑intensity uses. Staff said the proposed SD‑1 zoning would match the zoning of the adjacent Church of the Nazarene property to the north and recommended the planning commission forward a recommendation of approval to city council.
Dale Minson, who identified himself as an applicant representative and gave an address of 4720 Hoover Road, said the master plan for the site contemplates a field house with two large gymnasiums — ‘‘one of them is primarily school use, for gymnasium, for PE’’ — and that the buildings would be multipurpose and used for church, school and community events. Minson emphasized that while project materials note intent to construct additional athletic facilities in the future, ‘‘no development is proposed as part of the application, and any future development on the site will require approval of a development plan.’’
A commission member moved to recommend approval to city council and, according to roll‑call-style responses in the transcript, the commission recommended approval. The transcript records affirmative responses from Mr. Titus, Mr. Roach, Ms. Wemmlinger and Mr. Farnsworth; the chair’s vote is not shown in the meeting transcript. The rezoning recommendation will be forwarded to city council for final consideration.
Next steps: the zoning change must be approved by city council and any specific building or site development would require a subsequent development‑plan review and permits.
