Jared Isenthal, representing the applicant, said the plan is the result of about nine months of work with city staff and acknowledged the need to provide additional construction plan details for landscaping and stormwater. Planning staff described the project as a transitional use between single‑family neighborhoods and nearby institutional and multifamily uses, and said the submitted landscape plan generally met code but that plant labels and tree species for screening needed clarification.
Staff noted the plan provides 70 parking spaces, a rear recreation area for residents and an 8‑foot wide path to extend the city’s trail network to Holt Road. The commission recommended approval to City Council with a stipulation requiring construction plans to show proposed tree species and basin landscaping details to ensure adequate screening and stormwater compliance.
