The Grove City Planning Commission voted to recommend City Council approve a final development plan and two associated special use permits for redevelopment at 1947 Stringtown Road.
Rebecca Mott of the Plank Law Firm represented the applicant and described a renovation converting an existing building into three to four tenant spaces with exterior façade updates, angled parking, a proposed drive‑through and new sidewalks to improve pedestrian connectivity. "The site is proposed to be converted into 3 to 4 retail and restaurant spaces," staff said in its presentation.
Staff recommended approval of the final plan with two stipulations, citing code requirements for parking row tree plantings and four trees along Stringtown Road frontage; staff does not support a variance to omit required trees given space exists. The plan shows a proposed drive‑through along the east side with stacking for six cars and a bypass lane; staff recommended masonry or landscaping to screen the base of the menu board.
During discussion the applicant asked the city to consider flexibility on planting along the front so tenant signage remains visible; staff reiterated that landscaping requirements around parking rows and frontage are standard and typically upheld. Commissioners asked clarifying questions about access (two existing curb cuts remain) and stacking lanes; no public comments were recorded. The commission recommended approval of the final development plan and separately recommended approval for the outdoor seating and drive‑through special use permits, forwarding all items to City Council for final action.
