Delaware City Council approves consent agenda, liquor-license transfer and annexation service resolutions

Delaware City Council on March 9 approved a package of routine items on its consent agenda, granted a preparatory transfer of a liquor license for a new pizza-and-wine restaurant, and adopted two resolutions tied to nearby development plans.
The consent agenda included acceptance of multiple commission minutes and several traffic-related resolutions establishing no-parking zones, a one-way travel designation and a traffic-signal installation. Councilmember motions carried on roll call. The council also adopted a resolution authorizing participation in the Ohio Department of Transportation cooperative winter salt-purchase program.
Police Chief Adam Moore described the liquor-license request as a transfer of an existing permit from Maker's Rentals LLC at 385 East William Street to Bento's Lunch LLC doing business as Toronto's Delaware at 64 Coughlin Lane. The request would allow on-premises sale of beer and wine and sealed-container takeout; Moore said the police department "do not find any evidence to indicate any of the statutory reasons to recommend an objection." Council moved to approve the transfer; the motion carried on roll call.
On development-related business, the council voted to register no objection to an expansion of the Evans Farm New Community Authority (Resolution 26-16) to add a development called Ross Estates, a procedural step before that body proceeds to the county. Staff advised this is property outside city limits and the action is largely a statutory formality. The council also approved a resolution of services (Resolution 26-17) indicating the city can provide services to roughly 15.827 acres sought for annexation by GTZ (the GTZ Bow Town annexation); staff said the parcels are within the city's service boundary and recommended approval.
All recorded motions were adopted by roll call during the meeting. The council closed the business portion of the meeting and proceeded to committee reports and manager updates.
