Putnam County committee moves to fund DSS security project from reserves, avoids borrowing

The Putnam County Physical Services Committee pre-filed a resolution to change funding for a Department of Social Services security capital project from borrowed funds to the Capital Projects Reserve, the committee decided March 10.
Commissioner of Finance William Carlin told the committee that "2025 was a strong year therefore the County does not need to borrow," and recommended using reserve funds rather than issuing new debt. Chairman Gouldman moved to pre-file the necessary resolution; Legislator Regan seconded the motion and all were in favor.
The change means the County will pay for the DSS security capital project from existing capital reserves rather than issuing bonds or notes. No additional fiscal impact to the county general fund was described during the meeting; Commissioner Carlin characterized the move as a function of stronger-than-expected fiscal results in 2025.
The committee approved the Oct. 8, 2025 budget meeting minutes earlier in the session. The pre-filing of the resolution starts the formal legislative process; no final adoption or implementation timeline was announced at the meeting.
