"The use of this home appears to function as transitional or program-based housing for multiple unrelated male adults, which is materially different from a standard single-family residential use," Buchanan said, asking the city to review zoning and occupancy regulations, confirm whether a conditional or special-use permit was required, and verify licensing, inspection and safety compliance given the property's proximity to an elementary school and Ohio Wesleyan pedestrian routes.
Buchanan said daily pedestrian traffic in the neighborhood includes children and students who walk through the area to reach school and downtown, and she asked the city to "reevaluate whether this location is appropriate given its proximity to an elementary school and campus pedestrian routes." She emphasized this was about location and planning process, not opposition to the services themselves.
The council did not respond during the public comment period; the mayor noted comments are taken for the record and that questions would be addressed later with the appropriate city departments when agenda topics arise. No city staff gave a commitment on an immediate review during the meeting.
