Rawlins County commissioners delay reinstatement of two McDonald volunteer EMTs

The Rawlins County Board of Commissioners on Feb. 24 voted to keep two former McDonald volunteer emergency medical technicians off the county roster and to revisit their potential reinstatement at the board’s April 1 meeting.
County Attorney Chris Rohr told the commissioners he had met earlier with Commissioner Lincoln Pochop, County Clerk Rachel Finley, Emergency Manager Ryan Murray, Director Rippe and the former volunteers, Hollie Yates and Rachelle Hubbard, to attempt a resolution. Rohr reported that Director Rippe had said he was not willing to work with Yates and Hubbard; Rohr also reported that Yates and Hubbard said they were willing to work with Rippe. Rohr told the board it would need to decide how to proceed.
Commissioner Lincoln Pochop moved to reinstate Yates and Hubbard, but his motion received no second and therefore was not carried. Commissioner Alan A. Solko then moved to keep staffing "as it stands," not to reinstate the two volunteers and to readdress the matter at the board’s April 1, 2026 meeting; Commissioner Mark Mosley seconded. The motion carried; the transcript records that no vote from Commissioner Lincoln Pochop was recorded for that motion.
The board took no further formal action on reinstatement at the special session. The meeting was called to order at 1:06 p.m. and adjourned at 2:07 p.m.
The next procedural step recorded by the board is to place the reinstatement question on the April 1 agenda for further consideration.
