Council on Feb. 23 approved Ordinance 26-07 to amend the management, professional, technical, confidential and supervisory pay plan and declared the measure an emergency so changes take effect March 1, 2026.
Presenter (speaker 11) explained the ordinance primarily removes redundant sick-leave language and adds revised language in section 4.05 to provide a tool stipend for the mechanic supervisor position that mirrors the stipend language negotiated for line employees in the Public Works, Utilities and Grounds Association agreement. The presenter said the change was needed because the management pay plan was finalized before the union agreement had been completed and the language needed alignment.
Council suspended the rules, approved the emergency clause and passed the ordinance on roll call. No other substantive pay‑plan changes were introduced at the meeting; staff said the amendment aligns management pay-plan language with recently negotiated unit agreements.
