Council approves Bixby right-of-way purchase and advances $928,100 supplemental appropriation for later reading

Council members on Feb. 23 approved the appropriation and purchase steps needed to acquire right-of-way for the Bixby Parkway and considered a quarterly supplemental appropriation totaling $928,100.
Finance Director Michelle Malone (speaker 14) explained the supplemental request totaled $928,100 with $210,000 included twice because it covers a transfer to the equipment-replacement fund and the related replacement purchase of a bucket truck that was totaled last year. Malone said the city expected insurance reimbursement (preliminary offer about $90,000) but that final reimbursement amounts were still being negotiated. She also identified a $100,000 air-handler project for City Hall and an appropriation for an emergency purchase at the justice center among the listed capital changes.
Separately, the council considered Ordinance 26-09 and Resolution 26-10, the companion items authorizing appropriation and a purchase-and-sale agreement with Trailhead Acquisitions LLC for approximately six acres needed for Bixby Parkway construction. City staff explained that these items were companion pieces so the city could proceed with the acquisition; council suspended the reading rules, approved the emergency clauses and passed the appropriation ordinance and the resolution on roll call.
Malone asked that the $928,100 supplemental be scheduled for at least two readings so remaining negotiation-related changes can be incorporated; council agreed to take the supplemental back up at its March 9 meeting for second reading. No final reimbursement amounts for the totaled bucket truck were recorded at the meeting; staff said billing and insurance negotiation were ongoing.
Votes: Ordinance 26-09 and Resolution 26-10 passed by roll call with council approval recorded on the meeting minutes; the supplemental appropriation (Ordinance 26-08) was placed on the March 9 agenda for second-reading and further clarification.
