At its Feb. 2 meeting, Delaware City Council approved three third‑reading ordinances affecting zoning and planned unit development: ordinance 25‑77 (FinCon EPIC Ventures PUD expansion of roughly 4.468 acres), ordinance 25‑78 (rezoning ~10.3 acres along Sunbury Road for a PUD by GTZ Properties) and ordinance 25‑79 (rezoning of about 101.5 acres). Planners confirmed these were third readings and no substantial changes were requested; council approved each measure by roll call.
On financing matters, city finance staff briefed council on two related items that will return for public hearing next meeting. Ordinance 26‑04 would provide for issuance and sale of notes in a maximum aggregate principal amount of $11,700,000 to refund certain city securities tied to roadway improvements; ordinance 26‑05 would provide for issuance of bonds up to $20,250,000 to pay for municipal fire safety facilities and transportation system improvements. Finance staff said neither measure is “new money” but a conversion of prior note issuances and that 26‑05 is envisioned as a 20‑year bond. Council members asked about maturities, interest‑rate triggers and alternatives; staff said bond counsel and the municipal advisor will present more detail at the public hearing.
Planner Miss Perreault and other staff reiterated that development proposals referenced in the ordinances will require subsequent engineering approvals for final access points and infrastructure before building permits are issued.
