The board voted to approve a 2025–26 CCAP youth homelessness demonstration rapid rehousing agreement and a separate 2025–26 permanent supportive housing agreement that will provide rental assistance and supportive services for enrolled households. A county official said CCAP has run similar programs in Aberdeen and has been the county’s subgrantee for the supportive housing work in prior contract periods.
The county’s health and human services representative told the board the youth program will serve Pacific County youth and young adults, and that the contracts anticipate maintaining at least one slot for a Wicayakum County referral as part of coordinated entry and inter-county cooperation. The representative estimated the program’s Pacific County capacity at about seven households but said program rules and HUD requirements determine eligibility and case management expectations.
Commissioners voiced support for subcontracting the youth demonstration to a familiar local provider and noted CCAP’s experience operating similar HUD-funded programs. The board approved both agreements by voice vote; no roll-call record of individual votes was made in the transcript.
The contracts will be funded from the county’s allocated homelessness program monies for the 2025–26 period. Staff indicated the county had previously managed the youth project in-house and is transitioning administration to CCAP to align with HUD requirements and program expertise.
The board’s action continues CCAP’s role as a subgrantee for permanent supportive housing and moves the youth demonstration onto a contracted delivery model. The county did not specify the total contract dollar amounts during the discussion and directed staff to proceed subject to adequate budget appropriations.
