Fulton County commissioners approve routine business, authorize hotel‑motel tax distribution and food‑assistance sub‑agreement

Commissioner Randy H. Bunch called the meeting to order. Commissioner Steven L. Wible moved to approve the Feb. 3, 2026 commissioners' minutes and the Jan. 27, 2026 Retirement Board minutes; both motions were approved unanimously. Commissioner Hervey P. Hann moved to approve accounts payable dated Feb. 3, 2026 in the amount of $91,872.06; the motion carried unanimously. The clerk read a breakdown of allocations across funds, including $75,212.91 to the General Fund and $12,500.00 to Capital Projects.
The board met with HR representative Mary Huston for human resources updates and heard a Clean and Green matter from resident Craig Strait, who provided a handout about the history of personal property to Chief Tax Assessor Melissa Gordon; no formal action was taken on that item.
Interim County Treasurer Amy Bishop, Fiscal Administrator Sue Reed and CFO Mike Lamb (via Zoom) led a discussion on distribution of hotel‑motel tax revenue. Commissioner Bunch moved to proceed with distribution according to legal advice and recommendation; the motion was approved unanimously.
McConnellsburg Volunteer Fire Chief Pete Lynch, resident Jim Pittman and EMA/911 Director Brian Barton demonstrated Chief 360 Mobile for fire and EMS operations; that demonstration did not result in a recorded action.
The board approved a Sub‑Agreement naming Fulton County as the administrator of the State Food Purchase Program (SFPP) with Fulton County Food Basket, Inc., after Food Basket Director Sue Cubbage explained that state funds for SFPP now flow to the county and therefore require a county administrator under the Sub‑Agreement.
Commissioners also approved several administrative items: a travel request for Services for Children Director Christine McQuade to attend the Chief Justice Max Baer's Children's Roundtable Summit in Hershey, PA, on April 22–24, 2026; a Citgo tire quote for $640 for four tires so a Services for Children vehicle can pass inspection; and a Certification Statement for the fourth quarter of 2025 submitted by Services for Children Fiscal Technician Stephanie Mellott. Each of those motions was approved unanimously.
Commissioner Wible moved to adjourn at 11:20 a.m.; the motion carried unanimously.
