Fulton County commissioners approve payroll, payables, grants, contracts and reappointments

Commissioners approved payroll dated Dec. 12, 2025 in the amount of $151,302.01 and payables dated Dec. 9, 2025 totaling $152,517.49, with the minutes listing fund-by-fund breakdowns. All votes on these items were recorded as "All in favor."
Chief Probation Officer Dan Miller presented two state grant agreements: a 2025–2026 Intermediate Punishment Treatment Grant for $35,000.00 and a 2025–2026 Continuing County Adult Probation/Parole Grant for $28,800.00. Commissioner Steven L. Wible moved to authorize Commissioner Randy H. Bunch to sign the Intermediate Punishment Treatment Grant; Commissioner Hervey P. Hann moved to authorize Commissioner Bunch to sign the Continuing County Adult Probation/Parole Grant. Both motions passed unanimously.
The board acknowledged a Retention Efforts Letter from Dan Miller describing a proposed stipend funded from a restricted portion of the monthly supervision fee that would be spent by the President Judge for the Adult Probation Department; the board's minutes record the acknowledgement but do not specify implementation dates or amounts.
Commissioners approved a TelePlus Protection System Extended Service Agreement (Silver Maintenance Coverage Plan) for $14,040.56, effective Jan. 1–Dec. 31, 2026, and approved payment of Conrad Siegel, Inc. invoices for actuarial and investment advisory services totaling $9,544.25 to be paid from pension/plan assets. Both motions passed with unanimous recorded support. A separate Retirement Board meeting convened at 9:15 a.m. with David Lytle joining by Zoom, and separate minutes for that meeting were noted as on file.
The board also approved Planning Commission reappointments for Paula Shives, James Gress, Jeremy Fletcher and Tim Newman to four-year terms expiring Dec. 31, 2029, and reappointed Russell McLucas as Conservation District Director for a four-year term to Dec. 31, 2029. Commissioners approved Elect IT contract Addenda A (IT staffing/support), B (managed backup services) and C (IT/cyber security awareness & phishing simulations) as presented by Nelson Witmer.
Commissioner Hervey P. Hann moved to approve bank documents from Community State Bank to add and remove authorized check signers because of a transition in the Treasurer's Office; Commissioner Randy H. Bunch authorized changes to Treasurer's Office operating procedures as presented by Interim County Treasurer Amy Bishop. The meeting adjourned at 11:02 a.m.
All recorded motions in the minutes passed with the notation "All in favor."
