Fulton County commissioners approve IT lease, public-safety equipment and payroll at Dec. 23 meeting

Fulton County commissioners approved a series of routine administrative and public-safety actions at a Dec. 23, 2025 meeting, including a five-year lease and IT services agreement with Elect IT Solutions, purchase orders for emergency dispatch equipment, and payroll certification.
Commissioner Randy H. Bunch called the meeting to order. The board voted to approve the Dec. 16, 2025 commissioners’ meeting minutes and the Dec. 16, 2025 Retirement Board minutes. The meeting recorded fund disbursements totaling $111,824.17 across county accounts and approved payroll dated Dec. 26, 2025 in the amount of $145,032.44.
Commissioners met with Rick Grissinger and Nelson Witmer of Elect IT Solutions to review a proposed five-year lease for office space at 101 Lincoln Way West in McConnellsburg and a Statement of Work for IT staffing and support. Commissioner Hervey P. Hann moved to approve the lease at $250 per month with no scheduled increases; the motion passed. The board also approved SOW #ETM12042025-001 with Elect IT Solutions and a $784.22 purchase of a View Station for the Treasurer’s Office submitted by Grissinger.
Commissioner Bunch moved to approve and execute CCAP PComp Contribution first installment Invoice No. INVO62458 for $5,575.00; that motion passed. The board also approved a revision to the HR Manual, Section 213 ("Travel") to require employees seeking to use personal vehicles for county business to submit a request to the commissioners in advance explaining the reason.
EMA/911 Director Brian Barton briefed the commissioners on emergency operations and training, noting the center’s dispatch clocks are more than 20 years old and in need of replacement. "Pre Alert is in place," Barton said, and he reported that information has been distributed to local fire departments and trainings have been completed with others planned. The commissioners approved a ComPros quote for two dispatch clocks, including hardware and installation, for $4,940.00 and approved the 2026 Mission Critical Partners regional support contract, which Barton said is fully grant funded.
The board also approved a two-year Hazmat Team agreement with McCUTCHEON Enterprises, Inc., with payments of $2,500 for fiscal year 2026 and $7,500 for fiscal year 2027. Commissioner Hervey P. Hann moved to adjourn the meeting at 11:21 a.m.; the motion passed and the meeting ended.
