Bluff approves pavement-management work order; San Juan County provides matching funds

Bluff public works staff presented a pavement-management plan (PMP) proposal from Jones & DeMille to evaluate local roads and produce cost estimates and treatment recommendations. The work order, priced at $14,500 for an initial 5–7 year plan, was approved by the council.
Public works representative Haviken described how the PMP software will score road segments and inform cost estimates for options such as chip seal or full repaving. Haviken reported the San Juan County Transportation Board approved a $55,000 matching grant that would cover roughly half of eligible road work and also approved $26,037 toward the town’s FY2025 grant. He outlined an Old Highway Improvement Plan estimated at $1,041,000 that could be presented to the Community Impact Board (CIB) for loan funding and a 50% match.
Councilmember Britt Hornsby moved to accept the Jones & DeMille work order; the motion passed with the council voting in favor. The PMP is intended to give the town and its Road Committee a data-driven basis for prioritizing road projects and applying for external funding.
Next steps: staff will coordinate the PMP with the Road Committee and pursue grant and loan options (including CIB) to fund prioritized projects.
