Fulton County commissioners adopt tentative 2026 budget, approve HR changes and veteran staffing upgrade

FULTON COUNTY — The Fulton County Board of Commissioners on Nov. 25 adopted a tentative 2026 budget, approved changes to the county human resources manual and authorized a staffing classification change in the Veteran Affairs office.
Commissioner Hervey P. Hann moved to adopt the 2026 tentative budget as presented by CFO Mike Lamb and Fiscal Administrator Sue Reed; the board approved the motion unanimously. Officials said the board will consider final adoption on Dec. 30, 2025. The tentative budget was the meeting’s principal financial action.
In personnel business, commissioners met with HR Administrator Mary Huston about proposed amendments to Section 212, “Employee Benefits.” Huston was asked to return with finalized language; the board later approved Huston’s proposal to amend that section by motion, with all commissioners voting in favor.
The board also approved a staffing classification change for Veteran Affairs Director Richard Newman. Commissioner Hervey P. Hann moved to authorize Newman to work the equivalent of 30 hours per week so he qualifies as a full‑time employee with benefits, citing additional duties assigned by the state related to the Disabled Veterans Real Estate Tax Exemption. The motion passed unanimously.
Other actions approved by unanimous motion included retroactive authorization for Chief Clerk Stacey M. Shives to electronically execute Krivak Trust signatory documents related to the Treasurer’s Office transition and retroactive approval of her travel to a PCHIPC meeting on Nov. 14, 2025. The board also approved reappointment letters for Conservation District members Gene Mellott and Mark Knepper.
A scheduled bid opening for the sale of 119 North Second Street in McConnellsburg drew no bids. Commissioners held a CDBG kickoff meeting via Zoom with SEDA‑COG Program Analyst Hanorah Lucas to discuss the Warfordsburg Senior Center project; Building and Maintenance Director Brad Seville and Connie Brode, executive director for Huntingdon/Bedford/Fulton Area on Aging, participated.
The board approved several vendor payments and administrative charges, including EPayment Now dog license receipts of $2,363.50; a William Penn Printing invoice for $4,487.70; an Elect IT Solutions invoice for $9,854.00 for December IT staffing and support; a HART license and support invoice for $11,815.00; and a CCAP PCoRP final installment contribution of $45,442 (part of a total $151,474 contribution). Commissioners also authorized Interim County Treasurer Amy Bishop to obtain a county credit card for the Treasurer’s Office.
The board authorized submission of a 2025 Wellness Improvement Program Grant application requesting $1,769.60 to reimburse drinking water purchases ($393.75) and to acquire an automated external defibrillator ($1,376.25) for the newly purchased county building at 101 Lincoln Way West in McConnellsburg. An Election Board meeting and a Safety Committee meeting were held separately; minutes for those meetings were recorded as separate files.
Procedural items approved earlier in the meeting included minutes, payroll dated Nov. 28, 2025 in the amount of $125,126.16, and payables dated Nov. 28, 2025 totaling $674,010.68 across multiple funds. Commissioners recessed for an executive session on legal matters from 8:06 to 8:41 a.m. and adjourned the meeting at 11:45 a.m.
