On July 21 the Rockwall City Council approved a series of largely non-controversial land-use items after staff presentations and Planning & Zoning recommendations. Actions included consolidation of Plan Development District 11 (Hillcrest Shores) into a single ordinance (Z2025-032), SUPs for residential infill (Z2025-036, Z2025-037, Z2025-038), an accessory-building SUP for 2317 Saddlebrook Lane (C2025-031) and a daycare SUP for the Divine Peace Evangelical Lutheran Church fellowship building (Z2025-035).
Staff explained that the PD-11 consolidation was intended to organize and clarify multiple historic ordinances without changing substantive standards; P&Z recommended approval 7–0 and council approved it unanimously. The infill cases were discretionary requests asking council to weigh size, garage orientation and architectural context; staff provided housing analyses and P&Z recommended approval in each case. The daycare SUP will use roughly 2,500 square feet of an existing fellowship building to serve children aged 2½–4 and was recommended for approval 7–0 by P&Z and approved by council.
Where objections or absences occurred (for example in one guest quarters case where the applicant failed to appear), council followed the record and denied or deferred as appropriate. The approvals now move to final ordinance readings and permit processing.
