Rockwall council authorizes negotiation with Mesa for North Goliad Street reimagining project

The Rockwall City Council on Jan. 5 authorized the city manager to negotiate contract terms with Mesa (working with TMP/TNP) to design the North Goliad Street reimagining project.
David (city staff) told council that county road bond funding provided $2 million in advanced funding for initial planning and that five firms responded to the city's request for qualifications. After evaluations and interviews, staff selected Mesa and recommended the council authorize negotiations.
Joe Steffes of Mesa (speaker 6) described Mesa as a Dallas‑based landscape architecture, planning and urban design firm and emphasized place‑making, stakeholder engagement and development of an opinion of probable cost. TMP/TNP representatives explained the transportation, right‑of‑way and environmental components the team would handle.
Mesa representatives said the project will likely require right‑of‑way acquisitions in some locations and that stakeholder engagement and environmental assessments (including watershed and Lake Ray Hubbard considerations) will guide design choices. They presented an aggressive target schedule with an intended completion projection in July and emphasized grant and funding opportunities through TxDOT and NCTCOG.
Mayor moved to authorize the city manager to negotiate terms; the motion was seconded and passed unanimously of those present. The city manager will return a negotiated contract to the council for formal consideration.
