The Rockwall City Council unanimously adopted a text amendment to the Unified Development Code (Z2026‑001) to permit banquet facilities or event halls in light‑industrial zoning districts when approved through a special use permit (SUP).
City planner Ryan explained staff had previously briefed the council and that the Planning & Zoning Commission recommended approval 7–0. The amendment adjusts permitted uses in Article 4 of the UDC to allow event halls in certain industrial structures, with an SUP providing case‑by‑case discretion.
After adopting the text amendment, the council considered Z2026‑002, an SUP application for residential infill on a 0.165‑acre parcel in Lake Rockwall Estates. Staff reported the applicant submitted new elevations after the Planning & Zoning hearing that depict a two‑car garage; because new evidence was provided, staff recommended remanding the case back to Planning & Zoning for further review. Council moved and unanimously voted to remand Z2026‑002 to the commission.
Both actions were procedural and technical: the UDC amendment creates flexibility for adaptive reuse of industrial buildings with an SUP, and the remand ensures Planning & Zoning reviews the applicant’s revised materials.
Next steps: The UDC amendment becomes effective per the ordinance schedule; Z2026‑002 will be reconsidered by the Planning & Zoning Commission at a later meeting once staff processes the new elevations and updates the case packet.
