The Pacific County Board of Commissioners approved awarding a request for qualifications and an on‑call professional services agreement to HDR Engineering Inc. for as‑needed engineering support.
Staff member Jen summarized the procurement: the county solicited qualifications and evaluated firms including Skillings, Wallace Engineering, DCI, SCJ Alliance, Robertson Fick Engineering and HDR; HDR scored highest and provided the approved staff resumes that satisfy WSDOT/federal‑aid requirements. Jen said that bringing HDR on board will allow the county to reapply for federal‑aid projects the county had previously lost eligibility for due to engineering-staffing requirements.
Jen emphasized the importance for specific local projects, naming the El Waco CU Connector Trail as a near‑term project that will benefit from HDR’s federal‑aid experience. Commissioners approved the on‑call agreement unanimously and thanked staff for the procurement work.
The agreement is intended to be used on an as‑needed basis while the county continues recruiting a permanent county engineer; staff noted HDR can provide design, geotechnical and grant‑writing support as projects progress.
