County reviews sewer-lining bids; staff recommends Vortex Services to use remaining ARPA funds

Carl explained the apparent discrepancy between a $248,589 camera-listed scope and a proposed contract/notice amount of $148,950. "When they set up the bid, we knew we were limited in how much ARPA funding we had available... they set it up so that the bid had a base, and that was actually the 98,000 that came in," Carl said, adding that miscellaneous add-on street segments account for the larger total and that the $148,950 figure includes built-in contingency for some add-on streets.
Carl said Standard Drain Cleaning LLC was ineligible because it did not attend the mandatory pre-bid meeting, and that Vortex Services — though not the lowest bidder — met qualifications and attended the mandatory pre-bid.
Staff said roughly $114,000 remained in the ARPA allocation earmarked for this area; the project would prioritize sections shown to be worst in recent camera work and would use CIPP lining to prolong pipe life and avoid tearing up recently repaved asphalt. Carl said some work items such as cutting back protruding service lines and realigning mains were included as separate bid items and could be handled through change orders if budget allows.
Next steps: staff recommended placing the award on a future agenda for formal action when the recommended contractor can be present for the voting session.
