The Rockwall City Council on Jan. 20 approved a specific‑use permit (Z2025‑074) to allow a restaurant under 2,000 square feet with a drive‑through at Lot 1011, 1011 South Goliad Street, in the SH‑205 overlay district. Staff and the Planning & Zoning Commission recommended approval, citing compliance with queuing and other conditional use standards.
Key conditions and findings: Staff said the proposed 504‑square‑foot building with a 420‑square‑foot covered patio will provide on‑site queuing for at least six vehicles and take access from SH‑205 rather than a residential street. To mitigate impacts on adjacent residences staff included operational conditions such as additional landscaping, headlight screening and a three‑tiered bermed screen along the eastern property line.
What proponents said: Applicant Caleb Kathy, who said the business is a family operation with two existing locations, described the concept as an "upscale coffee shop" that would emphasize design compatible with nearby residential character. "What we have to do to satisfy the city is what we'll do," Kathy said when asked about cost and compliance with screening requirements.
Council action: Councilmember Thomas moved to approve KZ2025‑074; the motion was seconded and the council adopted an ordinance granting the SUP. Councilmember Campbell asked staff and the applicant to ensure the screening elements would be feasible; the applicant indicated willingness to meet city requirements despite cost concerns.
