Doak said the protocol for 2026 calls for the mayor and three council members to meet with union representatives; initial proposals must be exchanged 14 days before the first session. The first session is scheduled for April 21, with a follow‑up meeting on May 2 to finalize contract language if possible. “If no agreement is reached within that 30 days, the outstanding issues are then submitted to arbitration,” Doak told the council, referencing Wyoming statutes that govern municipal collective bargaining.
Council approved the proposed rules and the procedural schedule by motion and voice vote. The councilors who will serve on the bargaining team were noted; negotiations will be held in executive session by mutual agreement of both parties.
