State stormwater audit leads to six-month mapping requirement; UDOT awards Wellsville $10 million pedestrian underpass

City Manager/Recorder Scott E. Wells told the Wellsville City Council on March 4 that a state stormwater audit conducted over the summer produced roughly 70 findings and that most relate to administrative documentation.
"This is typical for a week-long, 'top-to-bottom' state review and primarily concerns administrative documentation," Wells said, adding the audit flagged a need for a comprehensive map of all city drainages and retention ponds and set a six-month timeline for the city to resolve the shortfall.
Wells cited a site-specific violation at a residential construction property at 900 South and Center where a concrete washout pad and a portable restroom were placed in the right-of-way. He said the city will remedy the irregular access and that the audit’s mapping requirement is a near-term compliance task.
On transportation, Wells said the 900 East Road Project will include a dedicated deceleration lane to be finished in spring; once completed, transitions will be refinished and unauthorized driveway access will be restricted. He identified Rupps Trucking of Tremonton as the contractor for that project.
Wells also announced that Wellsville has been awarded a $10 million UDOT project to build a pedestrian underpass at Highway 89/91. Construction is expected to begin approximately one year after the RCUT installation; officials are discussing exact underpass placement, with options near 9th North under consideration.
