Staff summarized the Casa De La Raza proposal: a two-lot split (about 5.75 acres and about 1.5 acres), access from Bighorn Avenue (pending access permit), an aviation/navigation easement recorded for airport influence area disclosure, and utilities options (SAWS water; a septic option for a lot more than 400 feet from a sewer main). Staff said notices were sent to surrounding property owners and no public comments were received on that item.
A motion and second were made on the consent agenda and the mayor called a voice vote. Council members on the record voting 'aye' included Council Member Lighten, Council Member Wood, Council Member Lieberman, Council Member Weitzel, Council Member Patsy and Mayor Bridger. One council member (Ashley) stated they needed to abstain from items identified on the record. Staff noted earlier receipt and allocation of insurance funds for building repairs in other matters; no further action was taken on the subdivision beyond certification.
The council scheduled its next meeting for Dec. 11; several councilors and staff made brief follow-ups on housing policy and Habitat for Humanity correspondence during the post‑vote discussion.
