The City of Cody council approved a State Revolving Fund loan agreement (DW294) providing $1,000,000 to support a lead service line investigation project.
Philip Bowman summarized the loan terms and project purpose, saying the loan is eligible for up to 25% principal forgiveness and that repayment would begin after the project is complete. He estimated that after maximum forgiveness the city’s repayment obligation would be up to $750,000, to be repaid over 10 years at 0% interest (approximately $75,000 per year). Bowman said the funds would be used first to purchase a vacuum excavator truck for water-division investigations and second to provide reimbursement for staff time spent on lead service line investigations.
Bowman told council the Environmental Protection Agency requires a final inventory of lead service lines to be completed by October 2027; staff will continue current investigations in 2026–2027 using existing equipment and anticipate including the second vacuum truck in the FY2027 budget or ordering it later if timing dictates. Council moved and approved the loan agreement by voice vote.
The mayor also reminded residents that if they received a postcard asking them to investigate incoming water lines, they should return it or contact City Hall for instruction. Staff noted the city has ordered a replacement vacuum truck and that this loan would finance an additional unit to support investigations and operations across water, wastewater and electric divisions.
