Council approves WYDOT cooperative agreement for East Sheridan reconnaissance study

The City of Cody council approved Cooperative Agreement No. 71577 with the Wyoming Department of Transportation to advance a reconnaissance (scoping) report for East Sheridan Avenue using Urban Systems funding.
Philip Bowman told council the Cody Urban System and Traffic Committee recommended the project and that the city’s Urban Systems fund balance is roughly $1.9 million. The agreement makes $50,000 available for the reconnaissance report; Bowman said roughly 90.5% of that would be grant funding with a city-required match of about $4,755, an amount already included in the FY2026 budget.
Bowman described a reconnaissance report as an initial scoping study that analyzes traffic volumes, develops a scope of improvements and project budgeting, and positions a project to enter design and construction. He said such reports typically take about 12 months to complete. Councilmembers asked whether an earlier 2008 reconnaissance would be usable; Bowman said the 2008 study is out of date for current traffic and cost assumptions and that staff expects to break the corridor into phases so Phase 1 could align with the city’s current Urban Systems funding balance.
Council moved and approved the cooperative agreement by voice vote. Staff noted that urban systems allocations come annually and that building the fund for larger projects can take many years; the reconnaissance work will help identify phasing and costs for future grant requests and construction.
