At its Feb. 9 meeting the Statewide Virtual Charter School Board received presentations on program growth, workforce partnerships and academic program reviews. Dr. Jaycie Smith presented findings from recent academic program reviews. Insight School of Oklahoma scored 62.5 percent on the 2023–24 academic performance framework; staff reported active governing-board oversight, weekly professional learning communities (PLCs), tiered interventions and new CTE and extracurricular offerings. Oklahoma Virtual Charter Academy’s framework score was 42 percent; staff cited middle-school restructuring, literacy training (Science of Reading), regional family advisors and new enrichment activities such as robotics and esports. Western Gateway Elementary is in its first year of authorization under the board; staff noted a recently installed leadership team, revised master schedule, and plans for vertical curriculum alignment in 2026–27.
Britni Tomcho, chair of the Horizon: Digitally Enhanced Campus working group, said the inaugural Horizon Connect Conference will be March 25, 2026, at Embassy Suites in Norman to share best practices, connect approved Horizon vendors and support planning for the 2026–27 school year. The committee plans to gather feedback at the conference and reconvene in April.
Board members and staff framed these program updates as part of the agency’s broader oversight role: monitoring academic alignment, governance practices and options to support workforce-oriented pathways. No formal action was taken on the presentations; staff will continue regular program reviews and report back on Horizon conference outcomes.
