City staff presented a cooperative agreement with the Wyoming Department of Transportation (WYDOT) to perform a reconnaissance report and cost estimate for East Sheridan Avenue improvements. Staff said the cooperative agreement would total approximately $50,000 with WYDOT covering roughly 90 percent and the city providing a budgeted match of about $4,755 in FY26. The reconnaissance report is expected to take about 12 months and would produce a scoping study and cost estimate to help the city budget future improvements.
Staff said the report would analyze the full corridor and identify a typical road section to match existing improvements near Sunset Elementary and to address a sharp curve in the alignment. The city’s required match is budgeted and staff asked the council to approve the cooperative agreement so the study can proceed and inform project budgeting and consultant selection.
