Council members and the planning director raised multiple concerns: the proposed display location sits near a curve on a state highway, which could encourage short-term stopping in a no‑parking area; the sheds would be unlocked per supplier recommendation; and signage requirements prohibit off‑site advertising. Carl (planning) noted the planning commission reluctantly approved the application with conditions (limiting the site to two sheds, specifying locations and parking on the southwest portion of the lot) but lacked full confidence in enforcement because parking enforcement would fall to county or state authorities on highway right-of-way.
A council member recommended offering a conditional use or a short review period: allow the use now but revisit in six months if problems emerge. Other council members favored requiring the applicant to relocate the sheds further back on the property (possibly west of an existing fence) to allow safer on‑site parking and truck turning. After discussion the council voted to continue the item for two weeks to give the applicant time to consult the property owner and present revised siting details.
