City attorney proposes two-year flat-fee contract for municipal judge Jaren Kisling

City Attorney Brad Timish asked the council to consider a proposed two-year professional services agreement for Jaren Kisling to serve as Sheridan’s primary municipal judge under a flat monthly fee of $3,250 beginning Dec. 1, 2025.
Timish said Kisling had previously served as an alternate judge at $250 an hour and that since becoming acting primary municipal judge in March his average monthly invoice was about $2,835; more recent months (September–October) averaged $3,312 after the municipal court moved to a twice-weekly schedule. "Staff believe a two-year contract with a flat monthly fee of $3,250 is fair given the last two months," Timish said. He added the draft contract removes prior reimbursement provisions (mileage, paper) and includes a deduction if the judge misses two or more scheduled days in a row.
A council member asked whether the city plans to identify or appoint a new alternate judge; Timish replied that Kevin Kessner will continue as alternate judge.
No vote was taken at the study session; Timish presented the terms and answered council questions. Any formal approval would require placement on a future agenda with a recorded motion and vote.
