The Sheridan City Council approved two updates to the employee handbook after a presentation by Human Resources Director Heather Doak.
Doak said the city will implement a compensatory time‑off policy enabled by a new time‑and‑attendance system: eligible employees may convert overtime hours to comp time at a specified rate (for example, one hour of overtime can convert to 1.5 hours of comp time) with annual caps and a year‑end payout for unused comp time so the change does not increase net payroll costs.
Doak also recommended changing the attendance policy language to clarify that three consecutive days of unreported absence will be treated as a resignation unless the employee or a contact has communicated with HR. Councilors asked whether HR has discretion to pause the resignation process if there is evidence the employee is unable to notify the city (for example a missing‑person or emergency situation). Doak confirmed managers and HR do have discretion to investigate or halt the administrative resignation process when appropriate.
The council voted to adopt the handbook updates as presented.
