Board adopts 2025–26 calendar, head-lice and PTA policies and new operating procedure after debate on legal counsel access

The Pocatello School District 25 board approved several governance items on Monday, including the 2025–26 academic calendar, a revised head-lice policy, and updated PTA/PTO policy language clarifying that parent organizations are legally separate from the district. The board also adopted a revised operating-procedure document governing how members access legal counsel through the Idaho School Boards Association (ISBA), following significant discussion about a provision that would limit free ISBA legal assistance to 48 minutes per board member per year.

On the calendar, the board approved the package presented by staff: the school year will start and end one week later than in recent years, and kindergarten will use a phased start with half the kindergarteners attending each of the first two days and all attending on the third. The calendar motion passed by voice vote.

Policy 82-12 (pediculosis/head lice) was adopted on second reading after staff described changes that align the policy with CDC and American Academy of Pediatrics guidance: staff removed the requirement for full-classroom lice checks and eliminated a mandatory 7-day recheck and treatment requirement. The board said there was no public input on those specific changes.

On governance procedures, board members debated a proposed limit of 48 minutes of free ISBA legal support per board member per year. Some members said the clause was intended to ensure equity so one member could not consume the district's pooled ISBA hours; others said the fixed-minute language risked creating an avoidable barrier when a member faces an urgent legal question. Renee (staff) said the practice would include reporting usage in regular staff reports and that the superintendent could authorize additional legal support for serious matters. The board approved the revised procedure by voice vote with one abstention recorded.

The PTA/PTO policy clarifies that parent organizations are legally and financially independent and that the district bears no legal responsibility for parent-organization actions.

What happens next: the board will implement the approved calendar and policy changes. The revised procedure's legal-support reporting will be handled through staff updates; members who need more time than allocated may request additional counsel through the superintendent.
