Boca Raton planning board approves site changes and conditional use for TBT Athletics at 5801 Congress Avenue

The Boca Raton Planning & Zoning Board voted unanimously Thursday to approve site-plan amendments and a conditional-use permit that will legalize an 11,980-square-foot athletic training facility at 5801 Congress Avenue.
Senior Planner Owen Devlin told the board staff recommended approval and that the facility had been operating without conditional-use approval, prompting an open code-enforcement notice. “The applicant is currently operating at the property without a conditional use approval,” Devlin said, and staff recommended approval to bring the use into compliance and resolve the enforcement case.
The project covers an approximately 5.98-acre parcel in the Light Industrial and Research Park (LIRP) zoning district. The approved site changes include restriping portions of the surface parking lot, adding or widening sidewalks along Northwest Broken Sound Parkway, Northwest Bridal Sound Parkway and Congress Avenue, new interior crosswalks, and additional landscaping. The board also approved a technical deviation from section 28-16-55 of the city's code of ordinances to reduce required off-street parking from 139 spaces to 127.
Board members asked whether zoning imposes a limit on how many people the facility can host. The chair noted that on a site visit there appeared to be little available parking and asked whether occupancy is limited; staff replied that zoning does not set a headcount limit but that building and fire codes do. “There are, of course, occupancy limits per the building code and the fire code,” a staff member said, and those limits appear on interior renovation and permit plans.
Applicant representative David Millage addressed the board and said he had worked with city staff, including Amanda Martinez, on the project and offered to answer questions. Millage did not dispute staff’s account that a code-enforcement notice was open and asked the board to approve the requests.
The board closed the public hearing after no members of the public requested to speak. The site-plan amendment (Item 5a1) passed on a roll-call vote recorded by the clerk as 6–0. The subsequent conditional-use approval (Item 5a2) also passed 6–0. Recorded roll-call names read by the clerk were Mister Salon, Mister Dornblazer, Miss McDermott, Mister Mitchell, Miss Ritchie, and Chair Savelle; the clerk announced each affirmative response.
Approvals will allow the existing athletic training use to be regularized under the city’s code and address the outstanding code-enforcement matter. There were no other public hearings or director reports, and Chair Savelle adjourned the meeting at 6:12 p.m.
