Commissioner proposes ordinance to enable an autonomous shuttle pilot near Tri‑Rail

Commissioner Drucker said she plans to pursue an ordinance to allow a limited autonomous shuttle pilot for last‑mile employee trips between a private apartment area near Tri‑Rail and the public right‑of‑way.
Drucker said she met with Guidance, an autonomous‑vehicle company, and suggested the area near the Tri‑Rail apartment and Bridal Station as an appropriate pilot corridor. She told the board the ordinance would be needed to allow autonomous vehicles to cross between private and public spaces and that she will seek policy direction at an upcoming workshop.
"If we truly want to be cutting edge and being bold and moving people around on last mile and multimodal options, I would love to see an ordinance that we could pass to be able to get them to cross from the private area to our public strip," Drucker said.
Board members agreed the discussion is appropriate for a workshop; the item was not acted on by the CRA and staff noted it will be handled through the workshop and, if necessary, Council policy and state approvals.
Because the proposal involves public policy and street crossing rules, subsequent review by the city attorney and state agencies may be required before any pilot proceeds.
