Boca Raton council approves two site plan amendments and innovation‑campus land‑use change

The Boca Raton City Council on Feb. 11 approved multiple development actions across the city in addition to its downtown ranking:
Mutual of America residential (Resolution 14‑2025): Staff described a site plan amendment for a commercial‑industrial multifamily development at 1150 Northwest Bridal Sound Parkway consisting of a seven‑story, 287‑unit residential building (approximately 335,055 sq. ft.) with 10% of units deed‑restricted as affordable housing and 5% as workforce housing. Staff reported the project provides 29 affordable units and 15 workforce units, a small ground‑floor retail component (about 2,000 sq. ft.), internal amenities and pedestrian connectivity. Planning staff and the Planning & Zoning Board recommended approval; council adopted the resolution 5–0. The applicant and staff agreed to clarifying covenant language and a timing condition allowing a partial demolition permit only if the applicant submits and diligently pursues building‑permit applications for follow‑on phases (or demonstrates code compliance for the partial demolition) within six months, or risk losing entitlement for subsequent phases.
6600 North Military Trail CIMD (Resolution 18‑2025): Council approved a four‑phase commercial‑industrial multifamily redevelopment that will demolish roughly one‑third of the existing Office Depot headquarters, build approximately 42,840 sq. ft. of retail/restaurant space, a roughly 36,396 sq. ft. fitness/wellness facility to be open to the public, and an eight‑story, 500‑unit multifamily building that includes 10% affordable units. The project will be built in phases with temporary reductions in required parking during initial construction; staff recommended approval, with conditions on timing and sequencing that the council adopted in the version provided on the dais. The motion passed 5–0.
Boca Raton Innovation Campus FLUM amendment (Ordinance 57‑19): Council voted 5–0 to amend the future‑land‑use map to redesignate approximately 124.21 acres of the Boca Raton Innovation Campus from Planned Mobility (PM) to Enhanced Mobility (EM). Staff said the EM designation — adopted in late 2023 along with an Enhanced Mobility Development code — is intended to encourage mixed‑use, transit‑oriented redevelopment in appropriate locations and maintains a maximum FAR of 0.85 while reducing maximum residential density in some circumstances. Public commenters raised concerns about the 100‑acre eligibility threshold and whether the change created an isolated “island” of enhanced mobility; staff and the applicant said parcels can be aggregated to meet the acreage threshold and the change supports future master‑planning.
