The Rockwall Planning & Zoning Commission on Feb. 24 unanimously approved a specific-use permit for residential infill at 214 Blanche Drive, concluding the applicant addressed the commission’s earlier concern about an omitted two-car garage.
Staff told commissioners the project originally lacked the required two-car garage, triggering a 6–1 recommendation of denial at an earlier hearing. The applicant submitted revised plot plans and building elevations that incorporated a two-car garage designed to extend about 13 feet, 6.5 inches in front of the home’s facade instead of the 20 feet the Unified Development Code normally requires. Staff noted similar garage configurations have been approved previously in the subdivision; the revised plans met density and dimensional requirements otherwise.
Applicant Alex Flores appeared and answered questions about the changes and his address. Commissioners asked staff and the applicant to confirm measurements; with that clarification Commissioner Brock moved to approve Z2026-002 and the motion passed 7–0. Chair instructed the applicant he could move forward with permitting and thanked him for addressing the commission’s prior concerns.
The approval sends the SUP to city council for final action as appropriate under the code.
