Commission denies Rockwall homeowner’s metal-panel fence request, tells owner to resubmit with cedar facing

The Rockwall Planning & Zoning Commission voted 7–0 on Feb. 24 to deny without prejudice a request from William Watson to approve an existing eight-foot fence built with metal panels at 1223 Schuyler Drive.

Staff told commissioners the fence was installed without a permit and that the city’s residential fence standards require materials be architecturally compatible with the predominantly cedar fencing in the Fox Chase subdivision. The application was an after-the-fact effort to legalize the work; the applicant paid a noncompliant-structure fee when submitting the request.

Watson told the commission he had relied on a contractor and did not realize a permit had not been pulled. He said he selected metal panels to reduce noise and light intrusion from a nearby thoroughfare and argued modern metal products can match the cost of cedar and last longer. Watson offered during questioning to add cedar pickets to the outside face so the fence would appear wooden from the street.

Commissioners framed the dispute as one of neighborhood cohesion rather than safety. Commissioner Brock said the code’s intent is to preserve character and noted neighboring fences are predominantly cedar; Commissioner Hageman and others said they would be comfortable if the metal fence were covered with cedar pickets on the visible side. Staff reminded the owner that the stop-work order remains in effect and that he must resubmit a complete application if he proceeds with changes.

By denying without prejudice, the commission allowed Watson the opportunity to return with revised plans showing cedar facing and any required permit paperwork. Staff said the owner should not resume construction until the application is properly filed and reviewed.
