City planning staff asked the Planning & Zoning Commission to consider a text amendment that would allow banquet facilities and event halls in light-industrial zoning districts through a specific use permit (SUP), rather than allowing the use by right.
Henry Ryan told commissioners the change is effectively "changing one letter in our use charts" that would let the city evaluate event halls on a case-by-case basis in industrial areas that are seeing more commercial conversions. Ryan said the SUP route preserves discretionary oversight to address parking, operations and conditions and avoids "spot zoning," which would favor a single property owner and conflict with the future land-use plan.
Ryan said the request stemmed from a City Council direction at the request of a local property owner (Ron Hawkins of Landart), who has an event hall on a property currently designated as agricultural; staff noted that many light-industrial properties are converting to commercial-like uses, but that parking-intensive uses require scrutiny and appropriate conditions.
Commissioners asked whether parking will be resolved at the SUP stage; Ryan said parking is not automatically resolved by the text change and will be evaluated with each SUP application. The commission did not act on the amendment; staff said the item will return at a later meeting for a public hearing and formal consideration.
What happens next: Staff will bring a formal draft amendment and public-hearing materials back to the commission for consideration at the next meeting.
