Rayburn Electric’s soccer complex and EDC detention plan move forward after variance approvals

The Planning and Zoning Commission unanimously approved a site plan for an 18‑acre soccer complex and parking expansion at the Rayburn Electric campus and also approved an amended site plan and mitigation variance from the Rockwall Economic Development Corporation for regional detention at Corporate Crossing.
Rayburn’s plan (SP2025‑023) will be developed in two phases: eight fields, concessions and staging in phase 1 with two additional fields or a reconfiguration in phase 2; lighting heights and some localized foot‑candle levels exceed overlay standards and were requested as variances. Frank Palma (project engineer) said the fields will be privately funded, will charge nominal fees to user groups and are intended to serve Rockwall residents. Staff and ARB recommended approval; commissioners noted community benefit and passed the plan 7–0.
Separately, the Rockwall EDC requested an amended site plan (SP2025‑028) to install regional detention and square‑off developable industrial parcels in the Corporate Crossing tech park. The EDC explained site easements and floodplain constraints limit tree planting, and asked to use extrapolated survey areas and not to count certain eastern red cedars toward mitigation totals. Commissioners debated precedent for tree mitigation and the difference between public‑sponsored projects and private applicants but ultimately approved the amended plan 7–0, with staff and the applicant acknowledging a need to identify alternate mitigation funds or other offsets where feasible.
Both projects will proceed to City Council as required by the code for final approvals and associated variances. Rayburn representatives said the complex aims to reduce travel for Rockwall families who currently drive to other cities for organized soccer.
