Commission approves zoning change to allow Rockwall Community Playhouse expansion

The Planning and Zoning Commission voted unanimously to recommend approval of a zoning change to allow the Rockwall Community Playhouse to expand its theater and practice hall at 609 E. Rusk and adjacent Kaufman Street parcels.
Staff explained that the site is currently single‑family‑7 and that the proposed planned development would retain single‑family underlying zoning but add a community‑theater land use. Staff and the Historic Board said the applicant revised elevations following earlier public concern and then worked with neighbors; staff reported no opposition notices after the revisions.
Applicant Jonathan Brown (speaker 20) described a decades‑long community theater presence that has outgrown its facilities and said the PD language would preserve the use as a community theater and limit larger commercial theaters. "It's really a theater of the community, with the community first," Brown said.
Commissioners praised the revised design and the improved parking layout. Commissioner Hageman (speaker 2) noted that the neighbors who live closest to the site supported the revisions. The commission voted 5‑0 to recommend approval; the item will proceed to City Council for final action on Jan. 20.
