Fulton County commissioners met Jan. 13 in McConnellsburg and approved a series of routine administrative actions, including the hiring of a Domestic Relations enforcement officer, execution of a multi‑year grant agreement for drug-and-alcohol services, and updates to county pay and benefits policies.
Commissioner Randy H. Bunch called the meeting to order. The board approved accounts payable dated Jan. 13, 2026 totaling $135,622.38, of which $66,644.09 was charged to the general fund. Commissioners also approved prior reorganizational meeting minutes and board records.
Interim County Treasurer Amy Bishop presented the financial report for the month ending Dec. 31, 2025. Following that presentation, Domestic Relations Director Tina Gress requested permission to fill a vacant Enforcement Officer 1 position. Commissioner Bunch moved to hire Angie Horton for the union position "Enforcement Officer 1," effective Jan. 26, 2026; the motion passed unanimously. A brief Salary Board session set Horton's pay under the collective bargaining agreement.
Julie Dovey, Executive Development Director, asked the board to approve the 2025–2030 Franklin/Fulton Grant Agreement (#4100101172) that designates Franklin County as the single county authority for the Drug & Alcohol Program. The board voted to approve and execute the agreement as presented.
Commissioner Hervey P. Hann moved to approve and execute the 2026 Certification of County Funds as presented by Treasurer Bishop; the motion carried. Commissioners also agreed to notify organizations to apply for hotel/motel tax funding once the county receives the fourth‑quarter payment.
The board adopted the 2026 pay scale as presented by HR Administrator Mary Huston and approved a revision to the HR manual (Section 212) establishing an employee health insurance opt‑out payment. Under the revised language, eligible employees who waive health insurance will receive a prorated monetary payment up to $1,020 per calendar year ($85 per month), with payment issued in the final December payroll or upon resignation if the employee leaves in good standing. The motion was approved by the commissioners.
On purchasing and vendor matters, Commissioners approved the CCAP PCoRP invoice (second installment) for $45,442.00 and authorized payment of a SAP&DC invoice for $8,598.00 for local county/transportation support. The board also approved a renewal quote for ASPIRE two‑factor authentication as submitted by Rick Grissinger, Elect IT.
The board approved an Application for Burial Expenses for Veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968) with payment to be made to surviving spouse Janet McGinnis. Commissioners accepted Ronald Richards as the real estate agent for the property at 119 N. 2nd Street, McConnellsburg, with a 3% commission.
Several executive sessions for personnel matters were held during the meeting. The board adjourned at 11:33 a.m.
