Fulton County commissioners approve routine bills, advance mental-health court supports

Fulton County commissioners met Jan. 20, 2026, at the Commissioners' Office and approved routine administrative business while hearing an update on ongoing collaboration between the courts and behavioral health providers.
The board voted unanimously to approve the Jan. 13, 2026 Commissioners' Minutes and Salary Board Minutes, accepted accounts payable dated Jan. 20 totaling $159,968.15 (General Fund $140,001.80; Liquid Fuels $7,356.00; other funds noted), and approved payroll dated Jan. 23, 2026, for $126,747.73.
In Treasurer’s Office business, Interim County Treasurer Amy Bishop presented updates and the board approved several County Commissioners Association of Pennsylvania (CCAP) items: a 2026 CCAP Eighth Class dues invoice for $10,323.00; a credit-card authorization form for Prothonotary Stephanie Sherman; execution of the 2026–2027 CCAP PCorP renewal application as presented by insurance agent Bobby Snyder; and the CCAP PComp second installment invoice for $5,575 (part of a total contribution of $22,300). Motions for these approvals were recorded as passing by unanimous voice vote; specific seconders were not specified in the minutes.
Representatives from the justice system and behavioral health reported on recent initiatives intended to steer eligible people into community-based treatment instead of incarceration. The group said that implementing a mental health court co-responder and a recovery supports navigator has led to increased deferrals to community treatment and, according to the presenters, a measurable reduction in the number of individuals incarcerated at the Bedford County Correctional Facility, producing cost savings for the county.
