Fulton County commissioners approve appointments, invoices and America250PA items in consent actions

Fulton County commissioners used a series of motions Nov. 25 to approve routine appointments, invoices and administrative items recorded in the meeting minutes.
The board approved Conservation District Director reappointment letters for Gene Mellott and Mark Knepper and retroactively approved Chief Clerk Stacey M. Shives' electronic execution of Krivak Trust signatory documents related to the Treasurer’s Office transition. Commissioners also approved a travel request retroactively submitted by Chief Clerk Stacey Shives for a PCHIPC membership meeting.
Several vendor invoices and administrative payments were approved under separate motions: ePayment Now dog license funds ($2,363.50); William Penn Printing invoice ($4,487.70); Elect IT Solutions invoice for IT staffing and support for December 2025 ($9,854.00); HART invoice for license and support ($11,815.00); and a CCAP PCoRP final installment contribution ($45,442.00) noted as part of a total contribution of $151,474.00. The board also approved a 2025 Wellness Improvement Program Grant Application request for $1,769.60 to reimburse drinking water ($393.75) and purchase an AED ($1,376.25) for a newly purchased county building at 101 Lincoln Way West in McConnellsburg.
Commissioners also authorized Interim County Treasurer Amy Bishop to obtain a county credit card for the Treasurer’s Office. The board approved a letter to Kelly Leighton at America250PA authorizing Marty Mettille to serve as Fulton County’s advisor for America250PA events, and approved a request from the Fulton County Association of Township Officials (submitted by Paula Shives) to plant a commemorative tree on the courthouse lawn to mark the America250PA celebration. The minutes record each motion as "All in favor."
The commissioners held a CDBG project kickoff by Zoom with SEDA-Cog Program Analyst Hanorah Lucas to discuss the Warfordsburg Senior Center project; Building and Maintenance Director Brad Seville and Connie Brode, Executive Director for the Huntingdon/Bedford/Fulton Area on Aging, participated in the meeting.
