Garden Grove board approves slate of administrative, procurement and personnel items, including teacher pay increase

The Garden Grove Unified School District board voted to approve a package of administrative, procurement and personnel items during its March session.
Among the administration items, trustees approved a recommended slate for the California School Boards Association (CSBA) delegate assembly after substituting one recommended candidate with an alternative nominee. The board also approved an amended list of certified nonpublic schools for students with exceptional needs, a Special Education Community Advisory Committee bylaw change to align with the California Education Code, and a one-year expulsion recommendation.
Under business items, trustees certified the district’s second interim report, which staff said confirms the district can meet its financial obligations for the current fiscal year and two subsequent years. The board approved multiple procurement actions and contract awards — including CMAS purchases for information technology, network and fiber services, lease-leaseback contracts for several high school athletic projects, and a procurement list that included an overall purchase/check total of $79,696,001.79 as read by staff.
On personnel matters, the board ratified a tentative agreement with the Garden Grove Education Association that provides a 1% ongoing salary increase effective July 1, 2025, and a one-time, off-schedule 1% payment based on salary to be paid at year end. Board staff said negotiations with the district’s other bargaining groups are ongoing and that similar “me-too” adjustments may follow when agreements are reached.
Most package items were moved and seconded under consolidated motions and then approved by roll call. The student trustee participated in several roll-call prompts; in at least one instance the student trustee voted yes on items 4a–c and abstained on item 4d as recorded. Trustees asked staff clarifying questions about Project Kinship expansion and contract terms before voting; staff responded that Project Kinship has expanded services in multiple secondary schools and helped place former district staff in program roles.
The board announced no additional immediate fiscal actions beyond approvals recorded at the meeting and set its next meeting for April 7.
