Bluff council reviews boards and commissions representation and prepares Cemetery Board appointments

At the Jan. 13 work session, Town Manager Erin Nelson presented a spreadsheet of boards and commissions and council discussed liaisons for multiple bodies (Utah League Legislative Policy Committee, emergency planning, tourism tax advisory board, county economic development, planning and zoning, roads liaison). Town Manager Erin Nelson presented a roster of boards and commissions at the Jan. 13 Bluff Town Council work session and walked council members through representation needs for each body.
Council confirmed current representation and interest lists. Mayor Josh Ewing, Spencer Wade and Britt Hornsby are the town’s participants on the Utah League of Cities and Towns Legislative Policy Committee; Nelson said meetings are typically Mondays from 12:00 to 1:30 p.m., and weekly during the legislative session. Nelson also reported she has been attending the Local Emergency Planning Committee as Bluff’s Emergency Point of Contact and that a second seat is open.
Jennifer Davila noted she currently sits on the San Juan County Tourism Tax Advisory Board as a business owner and recommended the town appoint a municipal representative for that board; Davila said the town is the highest municipal tax collector in the county and that a non‑elected business representative is acceptable under the board’s rules. Council members discussed rotating in‑person attendance at San Juan County Commission meetings and agreed to monitor the county agenda for in‑person priorities.
Council also discussed Planning & Zoning meeting attendance, continuing at‑least‑one‑representative coverage for Bluff Water Works (2nd Wednesday at 7:00 p.m.), and proposed Britt Hornsby as the council contact for the Roads Department. Mayor Ewing said he would check with Luanne Hook about continuing as a liaison between Council and Planning & Zoning.
Cemetery Board business: Council noted that the Cemetery Board application deadline was the same day at 5:00 p.m., and staff said four applications had been received. Mayor Ewing recommended appointing a three‑member board that would include a council member liaison, and asked council to review applicants and present appointment recommendations at the next meeting. Council also noted that Leppanen is interested in advising on grant work related to cemetery projects but had not applied to the board.
Other business: staff reminded the council of a mandatory pre‑bid sidewalk perimeter walk‑through at the Bluff Community Center on Jan. 14 at 1:00 p.m.
Next steps: council will review Cemetery Board applicants and bring appointment recommendations to the next meeting; council members will monitor county agendas and coordinate representation across boards and commissions.
